Network Working Group D. O. Watts Internet-Draft GoodShyt Group Inc. Intended status: Informational 22 October 2026 Expires: 25 April 2027 MICA-NEX EXP-03: Controlled Evidence-Transfer and Authorization Boundary draft-watts-mica-nex-evidence-transfer-gate-00 Abstract This document defines a prospective, staged disclosure gate to preserve the distinction between authenticated laboratory records and independently verified physical results in MICA-NEX EXP-03. The plan makes explicit the prerequisites for contractual authority, signer independence, documented metrological traceability, calibration uncertainties, consent to data export and independent evaluation. The package includes a machine-readable checklist whose local code cannot authorize any disclosure. No external appointment, transfer, or physical measurement has occurred. The author provided research direction; technical drafting and tests were AI-assisted. Novelty has not been established. Status of This Memo This Internet-Draft is submitted in full conformance with the provisions of BCP 78 and BCP 79. Internet-Drafts are working documents of the Internet Engineering Task Force (IETF). Note that other groups may also distribute working documents as Internet-Drafts. The list of current Internet- Drafts is at https://datatracker.ietf.org/drafts/current/. Introduction This Internet-Draft is a faithful conversion of the author's brief "MICA-NEX EXP-03: Controlled Evidence-Transfer and Authorization Boundary -- Conditional research protocol, NOT EXECUTED", v0.1, dated 20 October 2026. It builds on MICA-NEX v0.3 [MICANEX03]. Mathematical notation has been rendered in plain text. It is published for discussion; it is not a standard, a contract, or legal advice. 2. Boundary Prior synthetic tests do not demonstrate physical validation. Real records require operator-acquired exports from scanning probe microscopy, fluorescence measurement and electrochemistry, calibrated and accompanied by original source data, independently controlled signing credentials, reviewer-blinded expectation files and separately authorized parties. 3. Research Hypothesis The frozen v0.3 signed-observation verifier is hypothesized to accept 20/20 authorized records per class at the authenticated-claim stage and reject 10/10 adversarial copies per class, without changing core semantics. Physical validity and metrological traceability are separate evaluations; no result is yet measured or independently adjudicated. Metrological Traceability Per NIST policy, traceability concerns a particular result and depends on a documented unbroken chain of calibrations, with uncertainty contributions at each step [NIST-TRACEABILITY] [NIST-METROLOGY-FAQ]. The combined standard uncertainty may require correlated terms: u_c^2 = SUM_i c_i^2 u_i^2 + 2 SUM_{i.
